moral rights leading to censorship

If a child in your school creates a beautiful mural on one of the school walls and another student paints over the work....is that in violation of moral rights? What if the school is being remodeled?
Censoring copies of a work, such as putting pants on the naked boy in Maurice Sendak's In the Night Kitchen would not violate moral rights. It would not violate moral rights because the book is a copy of the original artwork. It would be an act of censorship.
